It was just about 4 * years ago and I was watching *Gold Fever* on a Sunday night with Biz in bed when I decided to take action because I had had enough to watching gold being found on TV and I was missing the fun.
I said to myself *I am tired to watching Tom and others prospect for Gold and having a great time doing it while I am sitting here watching the show on the Outdoor Channel. Darn! I need to do something to change this.*
Well, the next day I called the GPAA and spoke with Nancy DeFalco about the possibility of starting a Chapter in Western Washington since none existed. She said great and told me what services they could provide to help a Chapter get off the ground. Without thinking twice, I said *Let*s Do It!*.
Well time and history has shown that this was a correct decision. Flash forward to September 16, 2010*..The Western Washington Chapter of the GPAA is now incorporate in the State of Washington as a not-for-profit corporation. Designation as a federally recognized charity is being pursued. 7 weekend outings have been conducted with 2 more to go. 9 monthly meeting have been held with informational presentations by members and others. Meetings are attended by anywhere from 40 to 70+ members each month. Outings vary in attendance from 12 to 50+ participants. An Everett Chapter of the GPAA was formed by 2 of our members*.Vinny and Chuck. Members of the club assisted with members of Elim Lutheran Church to help repair a mobile home for a woman with cancer. Board members are not only active but involved in providing direction and guidance. 3 club members have offered a corporate challenge to help with legal fees to the tune of $300 if members contribute $600. 2 members of the club are State Directors for the GPAA. The email list for newsletters is now in the hundreds and the web site is always active thanks to the GREAT EFFORTS of Sandy Caldwell for making it happen from day 1.

I was born in Chicago, Illinois and raised in Evansville, Indiana. My mother was a housewife and my father an attorney and later in life a criminal judge. I attended and graduated from Evansville Day School and went on to earn a Bachelor*s Degree from a 4 year all male college called Wabash College in Crawfordsville, Indiana. After college, I went back to school and earned a Master*s Degree from Indiana University*s School of Public and Environmental Affairs in Indianapolis.
My employment history has been unique and varied. Without going into details, I have worked for the following enterprises: Indiana State Senate, Indiana State Personnel Division, Indiana State Auditor, Center Township Assessor-Indianapolis, Vanderburgh County Surveyor, Evansville Redevelopment Commission, Metropolitan Evansville Chamber of Commerce, Center City Corporation of Evansville, Aluminum Company of America (ALCOA), Oregon Metal Slitters and Hilti, Inc.
My hobbies have included: photography, flying, snow skiing, extensive travel (All 50 States/ Canada and Europe from Ireland to Russia and Norway to Italy), scuba diving and instruction (PADI OWSI # 99614), amateur radio (Kc7zzn), camping and gold prospecting.
My wife Ann (aka: Biz ) have been married for 27 years and have lived in Evansville, Indiana; Indianapolis, Indiana; Omaha, Nebraska; Sequim, Washington; Rice, Minnesota; Graham, Washington; Issaquah, Washington and Everett, Washington. We now reside in Port Orchard with Don Martin (biz*s dad) and Sampson, the pup.

Continued from last month
After a phone call to my husband I was trying to figure out how I was going to get past Portland. Mike said go to the Wilsonville exit & go to I-205. That sounded good to me. However there was a semi truck that had caught fire at that exit. So it was exit CLOSED. I did make it to I-205, where traffic was on the move!! Then on to Washington & 70mph speed limit. We were almost home!!!
A quick stop at winco and a couple pizzas. We were west bound!!! I had Brittany called her dad & have him turn on the oven!!!
Needless to say*****.we now have a new t.v. and things are flowing a little better now that we are home. I don*t think Mike wants us to leave anytime soon.
However I have that itch. There is an outing next weekend with the WWGPAA. I have talked to Mike*s boss and told him I want to go camping. Scotts reply**********.*Carol you let me know what days Mike needs off. I will make it happen!!!* You see Mike luck at home was about the same at work. I*m pretty sure my dear sweet loving husband will get to go with us. I*m also pretty sure Chris should have let him go with us to California. However he*s not in the office anymore. He went back to California himself. Good thing cause I would have had to tell him *I TOLD YOU SO!!*

Subject: Closure of Conconully State Park to metal detecting Closing this park to recreational metel detecting for the reasons listed, brings up a host of questions.
I would like to state a few facts first.
The Department of Archaeological Historic Preservation ( DAHP ) is Washington State's primary agency, DAHP houses Washington's State Historic Preservation Office ( SHPO ), a position created by the National Historic Act.
The SHPO conducts reviews of the impacts to historic ressources caused by construction, funded by federal dollars under the authority of the National Historic Preservation Act, section 101.
Governor Christine Gregoire's 2005 executive order EO 05-05 further extended the SHPO's authority to include, the review of capital projects using state dollars. Washington State designates DAHP as an agency with expertise in cultural resources under the State Environmental Protection Act ( SEPA ).
All of the above State offices are following the Federal Archaeological Resource Protection Act ( ARPA ) as mandated by Congress.
Listed below are a few of the regulations in ARPA.
Sub Part A-uniform regulations Sec. 7.3 Definitions Archaeological resource means any material remains of human life or activities which are at least 100 years of age and of SIGNIFICANCE.
Significant, means that an object or site must be able to produce physical scientific evidence of mans past that has not already been recorded, is not commonly found, is unique in the field of Archaeology.
16USC. 470BB, states the resources must be at least 100 years of age and have SIGNIFICANT interest, in 1984 some of ARPA laws were rewritten " because of public response and comments", in the hearings, it was stated that some archaeologists were closing lands to preserve and protect THEIR POSITIONS ONLY. As a result in vol.49 no.4 of 1215.1 " wording was changed slightly to state more clearly and directlythat NO NEW RESTRICTIONS of authorized use of public lands are created by these regulations. 16USC. 470FF. (b3) U.S. Congressional Record, P 1711 states, public land managers should apply regulations " ONLY TO ESTABLISHED SITES ". Congress was also extremely concerened that the term " site " could be ABUSED. and construed to mean every inch of public land simply because some artifact MIGHT be found there someday.
Federal Register Vol. 49 No.4 page 1026, " This legislationdoes not affect the use of metal detectors on public lands, if it is legal to use metal detectors currently, this act does not diminish that use." With that said, Conconully State Park is not an Archaeological site by either Federal or State standards.
Quote from Rex Derr on Conconully State Park. " Please understand that the nature of archaeological resources compels State Parks to take a " first do no harm" approach, that is, we would rather make a procedural error, or take an unpopular action, than lose an irreplaceable cultural resource because of inaction. A critical part of archaeological science is that we're not solely interested in artifacts, but in their context and relation to other artifacts within an archaeological site, and in the larger setting. Seemingly minor changes can significantly undermine site integrity and our ability to learn from the past." This park does not meet any of the minimum requirements of ARPA or DAHP. To imply that concrete foundations have cultural, historical, or archaeological significance is a breach of public trust.
Do no harm approach ? This park was built some time after the 1948 flood, as explained by the local residents. Anything might be found in this area. However it would have no context as it is in a flood plain. Bulldozers and road graders leveled the area. Only after State Parks became the land managers did the three foot trenches for underground power lines, sewer lines, sprinkler systems, telephone lines, roads, and a new parking lot happen. What did these seemingly minor changes do to the site integrity ?
For State Parks to do an archaeological study on a developed day use area, brings up the question as to what is really being preserved and protected. As for the Bureau of Reclamation, they are not the land managers of Conconully State Park. As all Federal offices they would be subject to the Federal laws written above. I will not be able to attend the meeting in Okanogan, I would like this letter entered as a protest to this unjustifiable closure of state designated recreational land.
